After three failures, DMV requires the classroom portion of a driver training school, finished after that third failure, before another attempt. That step is on the three-failure page. It is not the first-license rule that starts January 1, 2027. Ages 18, 19, and 20 who have never held a license then need both a 90-day learner’s permit and driver education.
