The Virginia Permit Date That Matters Before 2027

The 60-day permit path is useful only if the first license is issued before January 1, 2027. A permit date by itself does not lock in the old rule.

This guide is for study and planning. Virginia DMV’s official pages and the Virginia Driver’s Manual control when a requirement, procedure, or rule applies.

Count the days to January 1, not to a slogan

Until January 1, 2027, a first-time applicant who is at least 18 can qualify with a Virginia learner’s permit held at least 60 days before the first behind-the-wheel exam, instead of completing driver education. The day count is the number of days from the permit date to the date the license is issued.

A permit dated November 2, 2026 is exactly 60 days before January 1, 2027. November 1, 2026 is 61 days. November 3, 2026 is 59 days, which is short of 60 days on January 1. October 3, 2026 is 90 days before January 1, 2027. Those counts are calendar differences. They are not a promise that a DMV office will have a road-skills appointment on a given day.

The license date decides which rule applies

If the license is issued before January 1, 2027, the current either-or still applies: the approved course, or the 60-day permit hold. Getting the permit on November 2 does not help if the license is not actually issued before January 1.

If the license is issued on or after January 1, 2027, and the person is 18, 19, or 20 and has never held a license, both requirements apply. That is a learner’s permit held at least 90 days and the approved course. DMV’s FAQ says a permit issued before 2027 still needs proof of driver education when the license comes after January 1, 2027. An older permit does not erase the course.

At age 21 or older, the 2027 rule stays an either-or: the course, or a permit held at least 60 days. The 90-day-and-course pair is the 18-through-20 rule.

This page does not reserve a DMV appointment and does not say a customer service center will test you on a particular day. Check appointment availability with DMV. The knowledge exam and the road skills test are separate steps, and failing one does not create a slot for the other.

Is November 1, 2026 a hard cutoff for the 60-day rule?

No. A permit dated November 2, 2026 is exactly 60 days before January 1, 2027. The 60-day path matters only if the license is issued before January 1, 2027.

If I already have a permit, can I skip driver education after January 1?

Not at ages 18, 19, or 20. DMV says a pre-2027 permit still needs proof of driver education if the license is obtained after January 1, 2027.
