Failed the Virginia permit test 3 times
Last updated: October 12, 2026
Three failures on the knowledge exam add a classroom step before you can test again. The short version on the knowledge exam page says you must complete the classroom portion of a Virginia-approved driver training school and present the Driver Education Certificate. The three-exam-failures page and the Virginia Driver’s Manual (DMV 39, Section 1, also published as forms/dmv39b.pdf) spell out how that step changes with age.
What “three times” means
You cannot take the knowledge exam a fourth time until the required classroom work is finished. The completion date has to be after the third failure. A course finished before the third failure does not, by itself, clear the way for another attempt.
Driver-improvement clinics do not meet this requirement. The three-exam-failures page says that directly. Do not enroll in a points clinic and expect it to count.
If you are under 18
You must wait a full 15 days after a failed knowledge exam before the next try. A failure on January 1 means the earliest retake is January 17. Both the knowledge exam page and the manual use that example.
If you complete the regular classroom portion after the third failure, DMV lists these certificates: DEC-1 from a public or private school, DMC-3 from the Department of Education or VADETS, or DTS 36 from a DMV-licensed driver training school. The regular classroom is 36 sessions of 50 minutes.
If you already finished that classroom portion before the third failure, you may take an 8-hour course based on the Virginia Driver’s Manual. DMV approves that course only for the three-failure rule. It can be in person at a driver training school or online. You must present the earlier classroom certificate (DEC-1 or DTS 36) to the school before you enroll. The manual says to present the classroom certificate to the school first. The three-exam-failures page says to email the DEC-1 or DTS 36 to the school before enrolling. Follow the instruction the school and DMV give you for that certificate.
If you are 18 or older
The knowledge exam page says you may test one time per day. The Driver’s Manual says the exam may be taken only once per business day. Those sentences are not identical. Read both pages before you plan a same-week return visit.
After three failures, complete the 8-hour Driver’s Manual course, in a classroom or online. Online study has to be through a DMV-licensed online driver training school or VADETS. The completion date must be after the third failure. Give DMV the certificate, then you can schedule another knowledge exam.
What to do next
- Count only knowledge-exam failures. A road skills failure has its own rule, described below.
- Pick the path that matches your age and whether the classroom portion is already done.
- Use a school on DMV’s lists. The directory linked from the three-exam-failures page is the Driver Training Schools (Three Exam Failures) finder. DMV also publishes licensed driver training schools and online driver training schools.
- After the certificate is issued, take it to DMV with a new learner’s permit application plus your identity and residency documents. Each retake needs that application.
- If a year passes after you pass the knowledge exam and you still have no license or permit, DMV says you must take the exam again.
The knowledge exam is multiple choice. Customer service centers give it, and so do classrooms at participating high schools. An oral exam is available by request. Walk-in knowledge testing stops at 4:30 p.m. on weekdays and 11:30 a.m. on Saturdays.
This is not the road skills rule
If you fail the road skills test once or twice, DMV says to wait two days. Three road-skills failures require the in-vehicle part of driver education before another attempt. The three-exam-failures page describes that component as fourteen 50-minute driving periods. Observation time and another road skills test are not required as part of that component. The completion date must be after the third failure.
Commercial license failures from before February 7, 2022 are pointed to DMV’s CDL training schools page. This guide does not restate CDL rules.
A short practice set
These four questions are from the cited study bank. They are practice, not the official exam. Two are road signs, because that part of the real exam requires every sign question to be correct. The printable class set has the full 10-sign and 30-question layout.
1. This red-and-white sign faces you at the mouth of a freeway exit ramp. Which rule does it state?
Show the answer
Answer: You are going the wrong way and must not drive in that direction.
A Do Not Enter sign means you cannot drive in that direction. Passing it puts you in the path of oncoming traffic.

2. You missed a turn and now face this red WRONG WAY sign. Which response is safe?
Show the answer
Answer: Slow down, pull over, and cautiously turn around.
A Wrong Way sign means you are driving against traffic and could meet a vehicle head-on. Slow down, pull over, and turn around carefully.

3. The Driver's Manual says to signal a turn for about how long before you turn?
Show the answer
Answer: Three or four seconds.
Signal a turn about three or four seconds, and at the distance the law requires, before the turn. The required distance is at least 100 feet when the posted speed is more than 35 mph and at least 50 feet when it is 35 mph or less. Cancel the signal after the movement.

4. You need to make a hand signal for a right turn. How should your left arm be held?
Show the answer
Answer: Bent upward at the elbow.
For a right turn, the left hand and arm point upward. A left turn is the left arm straight out. Slowing or stopping is the left arm pointing downward.
