Does Virginia's 2027 Driver's Ed Rule Apply to Me?
The answer depends on your age when the license is issued, whether you have ever held a license, and whether that date is before January 1, 2027. These twelve situations stay inside the statute and the DMV pages.

Twelve situations
Each line uses the age on the day the license would be issued. A permit held in 2026 does not by itself choose the rule. The checker on this site asks the same questions and shows the matching outcome.

Motorcycle permits and the temporary-license sentence
Subsection E says a learner’s permit other than a motorcycle permit, together with proof that the driver is at least 18 and less than 21 and has completed an approved course, can act as a temporary driver’s license until the permanent license is issued, if the other requirements of that chapter are met. It does not waive the 90 days. Because the sentence excludes a motorcycle permit, do not treat it as a motorcycle rule. Confirm a motorcycle permit with DMV.
One DMV FAQ bullet says “older than 18 and younger than 21.” The code and the requirements page include age 18. Use at least 18 and less than 21.

Enter your age band, whether you have ever held a license, and the permit and application dates in the checker. The day count on that page is the number of days between the two dates you type. It does not look up a DMV appointment.
